Executive System Memorandum No. 79
1. Vice President Evan Young, in administrative charge of the
Latin American Division, is retiring from active service
as of August 17th, 1944- Effective May 1st, 1944, Mr.
Young will avail himself of an extended leave of absence.
2. Effective as of May 1st, Vice President Dean will assume
the duties and responsibilities which have heretofore devolved upon Mr. Young.
3* Mr. Erwin Balluder, Executive Assistant to Vice President
Young, as of May 1st is appointed the Executive'Assistant. Mr.
Balluder will handle, under Mr. Dean's general direction,
all routine administrative matters affecting the Latin
American Division.
4. Vice President Rihl will maintain his residence, as of
May 1st, at Rio de Janeiro, representing the President
and the Administrative Vice President concerned, in Brazil,
Argentina, Uruguay and Paraguay on system policy matters.
Vice President Rihl will also represent Pan American's
interest in Panair do Brasil and Compania de Aviacion Pan
American Argentina, S.A.
