Under the assurance given by the University of Miami to the federal government, all research involving human subjects, whether medical or behavioral, must be cleared by one of several committees established by the University for the purpose. Information about the requirements for clearance of investigations may be obtained through the Office of Research Administration at the School of Medicine (547-6627) or through the Office of Research Coordination on the Main Campus (284-4541). The several committees involved in clearance meet monthly to review the proposed investigations, whether or not these proposed investigations involve external funding. The deadline for committee consideration is generally a week or ten days before the regular meeting date of the committee, and committees generally require abbreviated information for every committee member plus complete information for at least one committee member who serves as primary reviewer. No student or faculty member should undertake any investigation involving human subjects without first submitting and receiving clearance from the appropriate committee(s). By law, for projects which are externally funded by federal agencies and by the University’s policy as embodied in its assurance to the federal government, an investigation, to be approved, must promise to produce scientific results whose benefits exceed the risk to the human patients or subjects who would be involved. Further, risk to patients or subjects is defined as including physical and/or psychological danger, injury, stress or embarrassment. Where an investigation has promise of The University’s Council of Vice Presidents has announced, through the Employee Benefits Office, that recent group medical premium increases will not be passed on to the employees. The medical premium was increased by 10 percent on June 1. November 1 there was an additional increase of 5 percent, resulting in a total increase over the past five months of 15 percent. Existing premium rates to employees will remain the same, with the increased premium being paid from a premium stabilization fund. This fund resulted from refunds from Aetna due to favorable claim experience in the life insurance program. Once the fund is exhausted, it probably a net benefit above risk to the patients or subjects, there is the further requirement that all patients or subjects be adequately briefed as to the nature of their participation, and that they give their informed consent to their participation. Certain assurances as to the patient’s or subject’s right to withdraw from participation at any time and a guarantee as to the use to be made of the resulting data (data from individuals to be kept confidential, group results only to be published, etc.) also must be included in the informed consent. will be necessary to increase the premium rate paid directly by the employee by May or June, 1976.
