Welch Pogue, Chairman of the Civil Aeronautics Board, believes there is a tendency to he misled in thinking of the development of air transportation solely in terms of routes and route miles, American Aviation reports. Mr. Pogue has suggested a national program of development which would include: all first-class mail to he dispatched by the form of transportation offering quickest delivery; an air parcel post system; reduction of passengers and cargo rates as rapidly as operating costs permit; continous study by the industry of user requirements and desires to try out "every reasonable new possibility”; authorizations of routes which permit free flow of mail, persons, and cargo between every important pair of points where the traffic justifies, regardless of historic patterns of travel; elimination of all artificial barriers to development, such os gasoline taxes not\related to any benefits conferred by the states; vigorous technical development,, including a liberally supported research and development program; an attitude constituting a "will to accomplish1* on the part of government, industry and the public, HOUSE COMMITTEE MAKING STUDY OF PACIFIC ISLAND BASES A group of House members left recently by plane for the Southwest Pacific to make a first hand study of island bases needed for postwar national defense. The group consists of Reps. Izac, Biemiller, Bishop, of the House Naval Affairs Committoe; Jackson, Bonner, and Patterson, of the House Merchant Marine Committeo; Gore, of the House Appropriations Committee, and Hawaiim delegate Farrington. INTERIM COUNCIL MEETING CALLED FOR AUGUST 13 ..... ■ 1 1 "..1 '■ .......«...1.1 UWI .1.'■ - ■ The Interim Council of the Provisional International Civil Aviation Organization will hold its first meeting storting Aug*. 13 at the Windsor Hotel in Montreal. The 19 member States making up the Council’s membership are: Australia, Belgium, Brazil, Chile, China, Columbia, Czechoslovakia,. Egypt, El Salvador, France, India, Iraq, Mexico, the Netherlands, Norway, Peru, Turkey, the United Kingdom, and the United States. r ■ ) . » ' INTERNATIONAL OPERAT®S MEET OCT. 15 The International Air Operators’ Association will meet, in Montreal on Oct. 15. Mr. Symington, who heads the Canadian delegation will be Chairman. At this meeting policy on routes, landing fields, and other matters connected with civil aviation will be included on the agenda. c BALTIMORE SEEKING RECONSIDERATION AS INTERNATIONAL GAEBWaY CITY - ■■ . .. - ‘ ~ ;■ . ......................................\ Gov.
