Summary	In this "bando" (edict), Spanish General Valerià Weyler orders property owners to present to municipal mayors proof of ownership and proof of payment of property taxes. As governor of Cuba (1896-1897), Weyler was assigned to suppress the insurgency and restore political order in the island. To achieve this, he separated the rebels from the civilians by relocating the latter into the unsanitary and hastily constructed "concentration camp" where thousands died
